Does this work only when you sacrfice both sets of minions, or if you just sacrifice skirmishers do you get the bonus to them, then another bonus if you get rid of mages?

I'm still wondering how this passive actually works. Is it a flat 20% increase to sacrifice bonuses? Or is it 20% of the total sacrifice added to it?
