Determination is a Malignant Heart in Diablo 4. Determination is a Pink Devious Malignant Heart, which grants Utility Power bonuses to a player's character. Malignant Hearts are placed into Malignant Sockets which are randomly found in Jewelry found in the duration of the Season of the Malignant, within the Seasonal Realm. When acquired, Malignant Hearts automatically scale to the character's level, which informs the multipliers and boosts that are granted by the bonus that each can bring about once slotted into a Malignant Slot.

afaik this only applies to effects beyond the players own spending of resources. There is a distinction between “cost reduction” and “resource draining effects.” It could very well just mean enemies that drain resource don’t do it as well. Extremely narrow, pretty much garbage. Only use if you have no other alternative.
