Does this passive have a cool down? I am having a lot of trouble sustaining the vulnerability with this passive. I'll use Deathblow, then channel my Whirlwind. This applies the vulnerability. I hold the channel until I get enough fury spent to activate my Encroaching Wrath Aspect for a bigger Deathblow hit. This all works well. But instead of continuing this cycle, it just stops. Channeling whirlwind after the second Deathblow no longer applies the vulnerability to the targets previously hit, but will apply to new targets. I don't see anywhere mention a diminishing return on the applications of vulnerability, nor do I see any other class suffering from problem sustaining their vulnerabilities from general play.
