Frost Nova is a Sorceress Skill in Diablo 4. Frost Nova unleashs frost, Freezing enemies for 3 seconds. Conjuration Skills have a 30% chance to unleash Frost Nova on hit.
Frost Nova Diablo 4 Information
Frost Nova belongs to the Sorceress class Skill Tree, and is part of the Defensive Cluster.
Active Skills can be ranked up to Rank 5. Players can also Enhance and then Upgrade the skill to add new features to its effects.
Active Skills are represented by big square icons in the Skill Tree menu.
Frost Nova Effects in Diablo 4
Frost Nova can be upgraded up to Rank 5, by spending more skill points. Upgrading Frost Nova will further increase its benefits depending on its rank:

Diablo 4 Enhance & Upgrade for Frost Nova
You can Enhance Frost Nova to add the following effects:
- Enhanced Frost Nova: Killing enemies Frozen by Frost Nova reduces its Cooldown by 1 seconds, up to 4 second per cast.
After enhancing Frost Nova, you may also Upgrade it, to get the following effects depending on the upgrade you selected. You may only choose 1 of these:
- Mystical Frost Nova: Frost Nova makes enemies Vulnerable for 4 seconds, increased to 6 seconds against Bosses.
- Shimmering Frost Nova: Frost Nova generates 4 Mana per enemy hit.
Enhancements and Upgrades are represented by diamond shaped icons in the Skill Tree menu

Frost Nova is used in the following Builds:
Diablo 4 Frost Nova Enchantment Slot
When a Sorceress completes their Specialization and receives the Enchantment System, they can add Frost Nova to one of the newly available slots. By doing so, they receive the following passive:

- Lucky Hit: Your Conjuration Skills have a 30% chance to unleash a Frost Nova when hitting enemies.
Rank 2:
- Lucky Hit: Your Conjuration Skills have a 30% chance to unleash a Frost Nova when hitting enemies.
Rank 3:
- Lucky Hit: Your Conjuration Skills have a 30% chance to unleash a Frost Nova when hitting enemies.
Rank 4:
- Lucky Hit: Your Conjuration Skills have a 30% chance to unleash a Frost Nova when hitting enemies.
Rank 5:

AnonymousJust for those confused. It says "lucky hit: up to 30% chance" that means it uses the Lucky hit math.
If the Ability Rolls for lucky hit, it THEN rolls for the 30% chance.
For instance Lightning Spear has a 25% Lucky hit chance. So only 25% of hits with Lightning spear will even roll the 30% chance to trigger this.
This means 25% x 30% so overall, about 7.5% of the hits will trigger the nova. That's how lucky hits work.
Lucky Hit Modifier affects the SKILLs lucky hit% (So the Sorcerors +15% Precision magic would give Lightning Spears 25%*1.15, or effectively 28.75%) The 30% chance inside lucky hit is immutable.

The tooltip in the game says "up to a 30% chance", and upon very little testing seems like this seems to increase with the level of frost nova.

I've tested this. The hit chance is way below 30%. Either the description is very wrong or it's bugged.
I am very curious if this 30% chance can trigger even if Frost Nova isn't on the Skill Bar. Has anyone tested this? Can Ice Blades and Lightning Spear Proc this even if Frost Nova is level 1 and upgraded but not on the skill bar? If so It adds a really nice source of Vulnerable to Lightning/Ice Builds.
